MEETING NOTICES: Board Of Directors: The next meeting is at the call of the President. Regular Business Meeting: The next Regular Business Meeting is on Wednesday April 7, 2004, at the SOMERVILLE ELKS CLUB, ROUTE 28 (Union Avenue), BRIDGEWATER, NJ. beginning at 10:00 AM. Applied Concepts (Stalker Radar) is picking up the breakfast costs. Garden State Battery will demonstrate their products. They offer a wide range of replacement batteries for two-way radios, emergency lighting, cellular and cordless phones, laptops, uninterruptible power supplies, medical equipment, thermal imaging cameras, camcorders, emergency lighting, Streamlight brand professional flashlights, etc.

YELLOW INSPECTION CARD: The Motor Vehicles Commission is issuing a yellow temporary inspection card for motorists who purchase a new car out of state and register it in New Jersey. The card is the same size as the pink temporary inspection card and is good for 14 days. The motorist must bring the vehicle and card to a State Inspection Station where they will place a new car sticker on the vehicle that is good for 4 years. If the vehicle is not registered within 14 days the inspectors will perform a full inspection on the vehicle.


IMPORTANT N.J.D.O.T. PHONE NUMBER: The DOT phone number for reporting all emergencies and calls for service on State Highways is (609) 588-6212. This is a central dispatch number, for police use only, and is always operational. The dispatcher will route your call and problem to the proper NJ Department of Transportation facility.


101 DAYS OF SUMMER: Reserve the date - Thursday, May 20, 2004 beginning at 0930 and concluding at 1400 hours. Presentations will begin at 1100 hours with lunch immediately following. HGN AND .08: Dave Bedrosian, Region 5 Representative, researched the question concerning the Administrative Procedures for the Horizontal Gaze Nystagmus (HGN) and how it affects the change to 0.08 percent BAC. He reached out to California for the answer because they were among the first states to adopt 0.08. Their response was to continue to look for four clues while administering the HGN, even at the 0.08 level. The procedure is based on the totality of the investigation and all the circumstances, not just clues of nystagmus and not rely on just one point of HGN. When California reduced its B.A.C. level from 0.10 to 0.08 percent, this particular issue did not become a problem for them.


OFFICER SAFETY ISSUE: Recently, a parolee who escaped from a correctional facility in Kalamazoo, Michigan, was apprehended subsequent to a car crash that resulted in a head injury. During a routine X-ray for the injury, they discovered a concealed handcuff key inside the skin of his mouth. There actually was a pouch-like pocket made of skin that had been created by techniques similar to those used in body piercing. The handcuff key was hidden in this area and may not have been found without the X-ray.


LT. LES GOLDSTEIN RETIRING: Lt. Les Goldstein, President of the Passaic County Traffic Officers Association is retiring from the Clifton Police Department. There will be a retirement party honoring Les on Friday, April, 16, 2004, at The Brownstone, 351 West Broadway, Paterson, NJ, beginning at 7:00 p.m. Tickets are $60.00 per and may be obtained by calling 973-539-8878. Les has done a great job in building the PCTOA and is an active member of the NJPTOA. He will be in charge of the newly formed Passaic County Highway Safety Program. As of March 22, 2004, there were 126 fatalities recorded on NJ roads compared to 123 during the same period in 2003, AN INCREASE OF 3 BODIES..

During this period, there were 82 driver deaths, 15 passengers, 25 pedestrians, 02 motorcycle drivers, 00 Motorcycle passenger, and 2 pedacyclist. There were 126 fatalities in 121 crashes.


30th ANNIVERSARY MEETING: We are celebrating our 30th anniversary at the May 5, 2004 meeting. The NJ Division of Highway Traffic Safety is sponsoring the meeting and there are many interesting items on the agenda. You will hear more about this at our next meeting. LEGISLATIVE STUFF: S1325 - Baer: Regulates use of after market collision parts for motor vehicle repairs. S1356 - Lance: Authorizes temporary handicapped parking permits for certain relatives of nursing home residents. S1357 - Lance: Authorizes Commissioner of Transportation to extend current ban on large trucks outside of National Network to 96-inch wide trucks.


POLICE MEMORIAL SERVICE: The 20th annual police memorial service for New Jersey police officers killed in the line of duty is on Tuesday, May 18, 2004 beginning at 11:00 a.m., at the Great Auditorium in Ocean Grove, NJ. Please reserve the date and make a special effort to attend and pay homage to our fallen brothers and sisters.


TRANSPORTATION RESOURCE CENTER AT RUTGERS: NJDOT Commissioner Jack Lettiere announced the formation of the Transportation Resource Center at Rutgers' Busch Campus in Piscataway. According to Letttiere the research center's goal is to produce solutions to specific safety problems, as opposed to doing long-range research. The center is for Municipal and County officials to have a place to turn to when searching for ways to reduce crashes at problem streets and intersections. Lettiere said, "They can bring their problems on a certain street, whether it is accidents or fatalities, and use the creativity of Rutgers. The goal isn't to have another 5 pounds of paper someone might read, but improvements on our streets to save lives." The center will be housed in a new 15,000 square foot building and scheduled to open in May 2005. The research center will become operational by the fall of 2005. Professional engineers, select Rutgers faculty and some students will staff the center and they will work with a $2 million annual budget, part of which is federally funded.
