TRAFFIC SAFETY SUMMIT & AWARDS LUNCHEON: The National Traffic Safety Administration and the NJ Division of Highway Traffic Safety will hold their 3rd Traffic Safety Summit/Governor's Representative Award Luncheon on Tuesday, November 29, 2005 at the Sheraton Hotel, Edison, NJ beginning with breakfast at 0800 and ending at 1400. There are a number of workshops planned including Reaching the Diverse Community Through Partnerships, Identifying Fraudulent Insurance on Vehicle Stop, The Role of Parents in Underage Drinking, After the Ticket, and the Governor's Highway Traffic Safety Policy Advisory Council Forum. The awards luncheon promptly begins at 1200. They expect a large crowd so early registration is recommended. If you have not received an invitation contact the Division of Highway Traffic Safety at 609-633-9300. RADAR TUNING FORK INFORMATION: NJ Weights and Measures sent a memorandum to police departments on October 3, 2005 wherein they announced raising the price for testing radar tuning forks from $5.00 to $10.00 per fork. I guess this will make up the 4 billion dollar shortfall in the budget. As usual we will have Weights & Measures test and certify tuning forks at our February (for departments A through M) and March (departments N through Z) 2006 meetings. To expedite the process they ask all tuning forks be sorted by miles per hour in banded bundles, list each tuning fork on their invoice including miles per hour and serial number, have your department's purchase order and a copy of their tuning fork invoice entirely filled out including the mailing address section. ACCESS TO EZ-PASS: We received a couple of inquires about obtaining EZ-Pass information on a particular account while conducting an investigation. The controlling statute is N.J.S.A. 27:23-34.3(c) states "… The certified reports and information shall not be discoverable as a public record by any person, entity or government agency, nor shall they be offered as evidence in any civil criminal or administrative proceeding, not directly related to a violation of the toll collection monitoring system regulations." This section also forbids furnishing any person, governmental, non-governmental, judicial or administrative entity images of a driver or passenger that is captured in the collection system. WHEN VISITING VEGAS - DON'T DEFACE: The mayor of Las Vegas likes the landscape in the city and doesn't want "punks" defacing it. He suggested that people defacing property with graffiti should appear on television and have their thumbs cut off, much the same as they did in the old days in France where people committing heinous crimes were beheaded. As of Week 45, 2005 , there were 538 fatalities recorded on NJ roads compared to 551 during the same period in 2004 AN DECREASE OF 13 BODIES. .
As of this report, there were 289 driver deaths, 100 passengers, 92 pedestrians, 45 motorcycle drivers, 01 Motorcycle passengers, and 10 pedacyclists. There were 538 fatalities in 503 cashes. Peter Crook * Contested Seat H.O.V. FOR DUMMIES: Police officers in San Rafael, California know a dummy when they see one. The California Highway Patrol gave a motorist a $351 summons for driving in a high occupancy vehicle lane with a kickboxing dummy propped in the passenger seat. The dummy, wearing a Miami Dolphins windbreaker and a baseball cap, didn't fool the officer. Because of his vantage point he could see inside the vehicle and noticed the "passenger" had no legs. Actually the only real dummy in this incident is the driver thinking he could put one over on the police! NATIONAL SAFETY BELT USE UP: The national safety belt usage rate is up to 82 percent. A rate of 82 percent translates to preventing 15,700 fatalities, 350,000 serious injuries, and $67 billion in economic costs associated with traffic injuries and deaths every year. The success was due in large part to states passing primary safety belt laws. Twenty-one states, the District of Columbia and Puerto Rico have primary safety belt laws allowing police officers to stop a motorist solely for safety belt violations. In December, South Carolina will become the 22nd state with a primary law. CRASH REPORTS: The new Crash Reports are now ready for distribution. Contact your Region Vice President for your pick up location. There no longer are four copies per report, there will only be two copies per report from now on (the original and one copy for the state). There was a mistake in the printing; the copy has "Record Bureau Copy" printed on the bottom (just like the original). The second page, the copy, is the one that is to be mailed to the state, keep the original for your agency's files. This error is being corrected in the new printing so that it will indicate "State Copy" on the second page. D.O.T. cannot provide the exact number of reports at this time but another order has already been placed and should be ready for distribution by the end of December.
