MEETING NOTICES: Board Of Directors: Next meeting is at the call of the President. Next Regular Business Meeting: WEDNESDAY, February 2, 2005, 10:00 AM at the SOMERVILLE ELKS CLUB, ROUTE 28 (Union Avenue), BRIDGEWATER, NJ. Association tee shirts, jackets, decals, etc., are for sale at the meeting. NJ Division of Weights and Measures will test Radar Tuning Forks for departments A through M at this meeting and Departments N through Z at the March 2, 2005 meeting. Please keep tuning forks together by rubber band or in a large envelope. Also bring a blank department letterhead, a self addressed envelope, and purchase order or voucher. The cost is $5.00 per fork and payable to NJ Division of Weights and Measures. If we must cancel either meeting, testing will be the following meeting. Watch our newsletter and website for details.

MEETING CANCELLATION INFORMATION: Normally we try not to cancel business meetings unless conditions are such that traffic officers must remain at their departments to handle problems or travel is too dangerous. If we cancel a meeting we will post it on our website (NJPTOA.COM) and the police network by 0600 on the date of the meeting. Always check during inclement weather.

ALCOTEST PRODUCT AVAILABLE ON SPECIAL STATE CONTRACT : The Alcotest Evidential Breath Test System is manufactured and supported by Drager Safety Diagnostics, Inc. A State contract to Drager for Alcotest equipment, supplies, and services have been approved for use by local agencies through the Purchase Bureau Cooperative Purchasing Program. Because the contract was awarded through the waiver process, procurement details are not available through the Purchase Bureau web site. Instead, the Purchase Bureau has posted information in the GovConnect State Co-op Document Library. If your purchasing official has not signed up for the GovConnect procurement, they can do so by completing the form at: www.state.nj.us/dca/surveys/ppsurvey.htm. Once enrollment information is received, the Alcotest information can be viewed.

IS IT A STROKE: Sometimes symptoms of a stroke are difficult to identify. Unless stroke victims receive immediate attention they are likely to suffer brain damage. Doctors say you can recognize a stroke by asking three simple questions:
* Ask the person to smile.
* Ask the person to raise both arms.
* Ask the person to speak a simple sentence.
If the person has trouble with any of these tasks arrange for immediate transport to a medical facility.

MVC CONSIDERING ALL RENEW AT SAME TIME: MVC is considering revamping the document system to allow drivers to renew their license, registration and inspection all at the same time, instead of the current three separate renewal dates. MVC thinks the all-at-once renewals are a good idea but caution it can't happen immediately. The big hurdle is the current system of documents being valid for different lengths of time: 4 years for driver's licenses, 2 years for inspection stickers, and 1 year for registrations for some vehicles and new cars carry 4 year registrations. highway_chase_bar (57K)

As of Week 53, 2004 there were 694 fatalities recorded on NJ roads compared to 733 during the same period in 2003, A DECREASE OF 39 BODIES. .

There were 350 driver deaths, 106 passengers, 121 pedestrians, 39 motorcycle drivers, 3 motorcycle passengers, and 11 pedacyclists. There were 630 fatalities in 600 crashes.

NOTICE OF "ESSENTIAL STATE EMPLOYEE" TRAVEL: This is from the office of the Governor and the Attorney General. During periods of inclement weather or other adverse situations when State operations and services may be curtailed, some employees are required to report for work due to the critical nature of their job duties. These employees are deemed to be "essential employees" and are authorized to travel to their workstation. These employees have been issued stickers to affix to the back of their official vehicle and state "The bearer of this I.D. has been designated by the State of New Jersey as an essential employee of the State." Individuals bearing such identification should be allowed to travel even in inclement conditions when travel is otherwise unauthorized.

RADAR INSTRUCTOR REFRESHER TRAINING: The Division of Criminal Justice will conduct radar instructor refresher training for instructors whose certification expires in 2005. Instructors can download a registration application and fax it to (973) 599-5975. Please note seating is limited and suggest early registration. LEGISLATIVE STUFF: Bills & Joint Resolutions signed by Governor: P.L. 2004, CHAPTER 169, approved 12/7/04 Assembly Committee Substitute A-863 Clarifies municipal and county jurisdiction over streets and permits municipalities to designate stop or yield intersections on certain streets under municipal jurisdiction. P.L. 2004, CHAPTER 163, approved 12/7/04 - S-1247 Requires motorists to reduce speed when approaching or passing equestrians. POLICE LEADERSHIP CONFERENCE: The National Highway Traffic Safety Administration Northeast Region (New Jersey, New York, Puerto Rico and the Virgin Islands) and the NJ Division pf Highway Traffic Safety is conducting a Police Leadership Conference beginning on February 28 and ending on March 2, 2005. The Conference is at the Sheridan Meadowlands Hotel, East Rutherford, NJ. and brings together the region's top command level officers to learn about topics such as terrorism, working with the media, Traffic STAT, and fraudulent documents.
