Next Regular Business Meeting: WEDNESDAY, JUNE 20, 2007, 10:00 AM, at the CONVENTION CENTER IN ATLANTIC CITY. Invited speaker: MVC Chief Administrator Sharon Harrington. There will be the usual prizes and after the meeting we are invited to tour the Police/Security Expo as guests of the NJ State Association of Chiefs of Police. Be sure to attend and invite others to attend with you.

PRESIDENT’S MESSAGE: Please plan to attend the Police Memorial Service on May 22nd at the Great Auditorium, Ocean Grove, NJ. This event is the finest mark of respect we can give to our fallen brothers and sisters in law enforcement. Also try to attend the “101 Days of Summer” kickoff on May 23, 2007 in Atlantic City (details elsewhere in this newsletter). Much to our disappointment the decision on the Intoxilizer is being held up once again. They do not expect finalization anytime in the immediate future. In the meantime hundreds of cases are on hold with the errant drivers still on the road -- not good considering the summer driving season will soon be upon us. There has been progress on the revision of Title 39, particularly with the penalty phase. There will be more on this at future meetings. Remember we do not meet during July and August and our June meeting is at the Convention Center in Atlantic City on June 20, 2007, beginning at 10:00 am. Stay Safe, Bill.

101 DAYS OF SUMMER: The statewide “101 Days of Summer” kickoff event is on Wednesday, May 23, 2007 beginning at 11:00 am at Boardwalk and Kennedy Plaza in Atlantic City, NJ. This year’s campaign features the statewide Click It or Ticket seat belt enforcement mobilization (May 21 - June 3), the statewide Impaired Driving enforcement crackdown (August 17 - September 3), speed enforcement, and pedestrian safety efforts. There will be free lunch following the event. PROPANE POWER: Roush introduced the first dedicated propane-powered F-150 pickup truck using an advanced liquid propane injection system. The Roush F-150 is designed and manufactured to operate solely on propane while providing the same horsepower, torque, and drivability of an F-150 equipped with a gasoline-powered 5.4L, 3-valve Triton V-8 engine. The truck can be ordered and serviced through a nationwide network of select Ford dealers. Offered as a 2007½ model-year vehicle, it is the only propane-powered light-duty truck available from an original equipment manufacturer this year.

CRASH TRAINING COURSES OFFERED BY NJ HIGHWAY TRAFFIC SAFETY: For a complete list of all their training go to: "http://www.njsaferoads.com/policeresources.html. Crash Investigation One (2 weeks): This course is the basic training teaching officers the proper techniques for recognizing and properly recording damage that occurs when vehicles collide. It also covers gathering critical evidence used to reconstruct a crash at a later date. There is some basic math formulas taught and enrollees should have basic algebra skills and will need a scientific calculator. Dates: 6/11/2007 to 6/22/2007 at the Monmouth County Police Academy, Contact Lt Fred Dispensiera – 732-577-8719. Crash Investigation Two (2 weeks): A prerequisite for this two-week course is completion of Crash Investigation One. This intense class covers interpreting tire marks, road scars, advanced measuring methods, vehicle damage analysis and vehicle behavior during collisions. This course is also known as advanced or technical training. There were 97 Driver deaths, 35 Passengers, 44 Pedestrians, 02 Motorcycle Drivers, 00 Motorcycle Passengers, and 00 Pedacyclists. There were 178 fatalities in 164 crashes.

STUFF IN THE NEWS: New York approved a bill to protect police and emergency workers while their vehicles are stopped along the highway. Named after two fallen law enforcement officers, the Ambrose-Searles Move Over Act would require drivers to move over or slow down when approaching a parked emergency vehicle with its emergency lights flashing. According to a news report Deputy Sheriff Glenn Searles was struck and killed by a vehicle while he was assisting a stranded motorist. The bill is also named for Trooper Robert Ambrose, who was killed by a drunk driver during a traffic stop on the New York State Thruway. Dallas, Texas Police aren’t happy with Red Light Cameras. Police officers in marked cars captured on the cameras running a red light have to pay the $75 fine if the incident doesn’t comply with state law. The National Insurance Crime Bureau teamed with Experian Automotive to use its AutoCheck vehicle history reporting to help identify and recover vehicles stolen and resold through VIN cloning scams. VIN cloning involves using a vehicle identification number (VIN) from a legally owned vehicle and then reusing it on a similar, though stolen vehicle. This problem in the auto market accounts for more than $36 million in fraudulent vehicle transactions. Buick will offer two new safety-enhancing technologies to help drivers avoid collisions caused either by an inadvertent lane change or by colliding with a vehicle in the side blind spot while changing lanes. The lane departure system uses a camera, located between the inside rearview mirror and the windshield, to detect lane markings on the road and alert drivers when they inadvertently stray from the lane. The side blind zone system uses radar sensors behind the rear fascia on both sides of the vehicle, helping drivers avoid lane-change crashes in the side blind zone.

LOOKING BEYOND THE LICENSE PLATE: The IACP and 3M Traffic Safety Systems established a program to recognize officers whose observations of a license plate resulted in the apprehension of a suspect or the solution of a crime. Case histories submitted by police officers substantiate the importance of license plates as effective tools in crime resolution. The winning entry will receive an expense paid trip to the Annual Meeting of IACP; Honorable Mention Award winners will be acknowledged. Entries for the 2006-2007 award program must be based on plate observations occurring between June 1, 2006 and May 31, 2007. The deadline for entries is May 31, 2007. SOME STUFF YOU MISSED IF YOU DIDN’T ATTEND THE LAST MEETING: Pam Fisher, newly appointed Director of NJ Highway Traffic safety, lit up the last meeting with her vibrant personality and commitment to foster programs that help make our roadways safer. She gave much deserved praise to the staff at NJDHTS, the unsung heroes who do the behind the scenes work. We know these people, benefit from their labor, but rarely get the opportunity say thank you for a job well done. Pam finalized her remarks by saying she “wants to make a difference.” MVC is may revisit the violation point system based on “events” instead of points.
