THE NEXT REGULAR BUSINESS MEETING IS ON WEDNESDAY, APRIL 6, 2005, 10:00 AM at the SOMERVILLE ELKS CLUB, ROUTE 28 (Union Avenue), BRIDGEWATER, NJ. NJ Division of Weights and Measures will test Radar Tuning Forks for departments N through Z at this meeting. Please keep tuning forks together by rubber band or in a large envelope. Also bring a blank department letterhead, a self addressed envelope, and purchase order or voucher. The cost is $5.00 per fork and payable to NJ Division of Weights and Measures. POLICE LEADERSHIP CONFERENCE : The National Highway Traffic Safety Administration Northeast Region (New Jersey, New York, Puerto Rico and the Virgin Islands) and the NJ Division of Highway Traffic Safety are conducting a Police Leadership Conference beginning on February 28 and ending on March 2, 2005. The Conference is at the Sheridan Meadowlands Hotel, East Rutherford, NJ and brings together the region's top command level officers to learn about topics such as terrorism, working with the media, Traffic STAT, and fraudulent documents. NOTE: The $50.00 registration fee has been waived for all persons attending the Police Leadership Conference. Please make a special effort to attend. There is much valuable information at the conference and it's tailored for the Traffic Officer, regardless of rank.

NEW REQUIREMENTS FOR NJ SCHOOL BUS DRIVERS: As part of a new federal requirement the New Jersey Motor Vehicle Commission is administering new knowledge and road tests to school bus drivers. The Federal Motor Carrier Safety Improvement Act mandates that by October 1, 2005, all school bus drivers must receive the new "S" endorsement on their Commercial Driver License (CDL). The "S" endorsement allows the license holder to transport school children. School bus drivers must take a knowledge test and a road test at an MVC Driver Testing Center. School bus drivers meeting certain requirements will be eligible for a road-test waiver. School bus drivers without an "S" endorsement by October are subject to a loss of their CDL for 60 to 120 days. Under New Jersey's current regulations, school bus drivers have a "P" endorsement on their CDL, which indicates that they are qualified to carry passengers. The cost to receive the new "S" endorsement for current school bus drivers is $13, which includes $11 for a "duplicate" digital driver license, plus $2 for the new endorsement.

As of this report, there were 11 driver deaths, 01 passengers, 02 pedestrians, 00 motorcycle drivers, 00 motorcycle passengers, and 00 pedacyclists. There were 14 fatalities in 13 crashes.

DRUNK BOATING DOES NOT APPLY IN DWI CASES: An appellate court ruled that a person's prior conviction for operating a boat under the influence cannot be taken in consideration when penalizing someone for subsequently driving a motor vehicle while intoxicated. The problem arose in a case where a man was sentenced as a third time offender with one of the offenses occurring while he was operating a boat. The appellate court agreed noting that separate statutes cover operating a motor vehicle and a vessel while intoxicated. Each statute provides different penalties.

WOW: A 67 year-old man in Bulgaria had a BAC of 0.914 and lived to tell the story. Even though he was hospitalized after being struck by a car, he was conscious and able to talk with police. They took five blood samples and each confirmed 0.914 blood alcohol content. A 0.55 BAC is usually considered life threatening.
