MEETING  NOTICES: Board Of Directors: The next meeting is  at the call of the president.

Regular  Business Meeting: WEDNESDAY, FEBRUARY 7, 2001 – 10:00 AM at the  Somerville Elks Club, Route 28 (Union Avenue) Bridgewater, NJ. Rich  Hibbard from Approved Fire Protection & Traffic Protection will  demonstrate products and give away a personal fire extinguisher.

RADAR  TUNING FORKS:Radar tuning forks will be tested by the NJ Division of Weights  and Measures for departments A through M at the February 7, 2001 meeting.  Departments N through Z will be tested at the March 7, 2001 meeting.  Please keep your tuning forks together by rubber band or in a large  envelope. Also bring along a blank department letterhead, a self addressed  envelope, a purchase order or voucher. The cost is $5.00 per fork and  made payable to NJ Division of Weights and Measures. If either meeting  must be canceled for any reason, the tests will be done at the following  meeting. Details will be in the following newsletter.

NJPTOA  WEB PAGE: Our  Web Page is currently under reconstruction by Creative  Web Solutions. The test site is beginning to shape up but we need  more input from our members. You can access the site by going to www.njptoa.com .  Check it out and give us any suggestions to make it better. Email your  suggestions to Lt.Pcrook@pcrook.com.  We also are looking for sponsors to help defray the costs of maintaining  the site. If you know of any businesses that would be willing to be  a sponsor, we would be happy to post their links on our new site.

LEGISLATIVE  STUFF: Copies of proposed legislation are available at our meetings.

Traffic Laws  passed in 2000. P.L. 2000 c.33 (40:48-1.2) Prohibits possession/consumption  of alcohol by under aged on private property. P.L. 2000 c.75 (39:4-97.2)  Creates "unsafe driving" violation. P.L. 2000 c. 83 (39:44-51b)  Interlock systems installed or registration revocation for repeat DWI  offenders. Prohibits open alcohol container in passenger compartment  of vehicle. P.L. 2000 c. 85 (39:3 & 39:4-128.1 Extends time for  judge to issue summons for illegally passing school bus & other  violations. P.L. 2000 c. 117 (39:4-50) Prohibits driving under influence  of inhalants or substances containing toxic fumes or vapors. P.L. 2000  c. 164 (40A:14-181.1, etc.) Prohibits ticket quota.

LAW  ENFORCEMENT AGENCIES TELEPHONE DIRECTORY:The directories were  distributed at our last meeting. Please do not call for copies -- we  do not have extras.

HANDICAPPED  LICENSE PLATES: The Division of Motor  Vehicle Services reports the following.Motor Vehicle Agencies  do not issue handicapped license plates, replacements, or placards.  Agencies will only issue replacement I.D. cards or renewals, no fee.  2. Special Services at MVS headquarters, 225E. State Street, 2nd floor, Trenton, NJ, do the replacements for both of the above. Persons  can come in and they will be issued item(s) over the counter. If the  customer prefers to mail the information, this is also acceptable. Price  for license plates is $11.00, if replacing existing plate for same vehicle  and for placard, no fee. 3. The police departments may only issue a  temporary placard for a temporary illness or injury and not for lost  or stolen plates. Person fills out the form along with a check or money  order for $4.00 and doctors confirmation. Temporary placard is issued  immediately by the police department. The form and check/money order  will then be sent to Special Services.

MEETING  CANCELLATION: If  we must cancel a meeting due to bad weather, the notice will be on the  police network by 0600 on the date of the meeting and posted on our  Web Site. Always check during inclement weather.

As of December 31,  2000, there were 700 fatalities recorded on NJ roads compared to 712  during the same period in 1999, A DECREASE OF 12 BODIES. NOTE: This is not a final count.

During this period, there were  377-driver deaths, 137-passengers, 138-pedestrians, 37-motorcycle driver,  04-motorcycle passenger, and 07-pedacyclists. There were 700 fatalities  in 634 crashes.

REVISED  DMV STANDARD (REFUSAL) STATEMENT:State Police issued  a memorandum on 8 January with the revised statement. Please check with  your department to be sure that you have the latest edition. Also, note  in section 8 of the Operators of a Motor Vehicle Form that part of the  penalty is "no less than six months and no more than 20 years."  We had many calls asking if this is correct or a typo. Deputy A.G. Monson  says the statement is correct as stated on the form. Departments should  destroy all previous forms and go with the new one, which becomes effective  1 February 2001.

DUES  FOR 2001 NOW DUE: Membership dues are  still $25.00 per department. Please prepare a voucher, purchase order,  write a check, or do whatever other means you use to pay dues. Bills  were sent out in the last newsletter. Thank you.

IT  HAPPENED IN JAMESBURG: A couple returning  from a Jets game at the Meadowlands ran into plenty of trouble when  they made a wrong turn and ended up driving on railroad tracks. Each  of them was hammered and took turns trying to drive the car off the  tracks while the other pushed. The police showed up and arrested them.  While on the way to headquarters, each kicked out a rear window in two  patrol cars and the lady of the house kicked one of the policemen in  the stomach. All this went on while their kids watched. They were charged  with a myriad of offenses and their children had to be taken to relatives  by DYFS.

THEY  DO IT UP BIG IN TEXAS:A woman was arrested,  handcuffed, and put in jail because she and her two children weren't  wearing safety belts while riding in their pick-em-up-truck. The cop  stopped the truck on a dusty road while it was going 15 mph. Although  she pleaded no contest to three safety belt violations and paid $150.00  in fines and a $110 towing fee for the truck, she has taken the case  all the way to the U.S. Supreme Court. Under Texas law a police officer  is allowed, but not required, to arrest someone for a safety belt violation.

IGNITION  INTERLOCK LAW: So far, since July  2000, 10 people were sentenced to use ignition interlock after being  convicted of DWI. The device costs $75.00 to install and $50.00 per  month rental. The device prevents drivers from starting the vehicle  if they have been drinking. It also requires the operator to periodically  blow into the device to keep the vehicle going.
