OUR 27th YEAR

Tony  Parenti , Editor

MEETING NOTICES:Board Of Directors: The next meeting is at the call of the president Regular Business. Meeting: WEDNESDAY, JUNE 27,  2001 - 10:00 AM at the Convention Center on the Boardwalk in Atlantic  City. Following the meeting we will have the opportunity to tour  the Police Security Expo as guests of the New Jersey State Association  of Chiefs of Police. You may bring guests to attend the meeting and  the expo. We are planning for this meeting to be the biggest and best  ever with cash and equipment prizes.

NOW WE KNOW WHERE THE BEEF IS: Thanks to our Treasurer, Sgt. Ed Spinks of the High Bridge Police Department,  we know where the beef is. Sgt. Ed, no relation to Mr. Ed, being the  resourceful police officer he is, proved once and for all that cops  can do more than one thing at a time besides walking and eating donuts.  One morning, at 0500, while Sgt. Ed was on his way to work, he decided  to "jump start" with a container of coffee. He stopped by  a local joint for the java and saw a gal carry a box from behind the  store and hide it behind a tree. The gal then spoke with a guy friend  and they "booked" without retrieving whatever she left behind  the tree. Even though Sgt. Ed didn't have his awakening coffee yet,  he thought the happenings were strange and called for a backup. While  waiting, he checked behind the tree and found 3 boxes of meat, one sausage  -- 2 beef. When the backup arrived both officers, still without coffee,  apprehended the two alleged perpetrators and discovered they stole the  beef and lettuce to go with it. So, our Sgt. Ed got his coffee and an  arrest - two things at the same time?

TRANSPORTING DRUNKS CORRECTION: Last month we reported the effective date for PL 2001, C69  as April 19, 2001. The actual effective date is August 1, 2001. This  law requires police to provide anyone who transports a drunk driver,  after an arrest for DWI, with a statement advising of potential criminal  and civil liability for permitting or facilitating the offender's operation  of a motor vehicle while the offender remains under the influence. Physicians  or health care providers involved in the treatment or evaluation of  persons arrested for DWI are exempt from the law. The law also authorizes  police to impound the vehicle of someone arrested for DWI for 12 hours  or until the person is not in violation of the drunk driving statute. The statement forms will be furnished to departments prior to the  effective date.

IF YOU DIDN'T PAY YOUR DUES- then this is your last newsletter and your department will  be dropped from membership. Association dues are by department and not  by individuals. The fee is $25.00 per department and must be paid by  the end of June to remain active. If you haven't done so already, please  send payment or a voucher ASAP. Many thanks.

THREE BOSSES AT DMV: Things at the helm seem to be screwed up but the Division keeps sailing  along. Lino Pereira, a former assistant commissioner at the Department  of Environmental Protection, recently became the new acting director.  This is the third boss in one year to head up the Division. It all started  when Dick Kamin took the fall for the failed emissions testing program  and was sent sailing into the sunset in December 1999. It seems the  torpedoes began hitting the ship when DMV was shifted over to the Department  of Transportation. This entire mess is a good example of consolidation  and goes to prove, making it bigger doesn't make it better!

AND FINALLY: A cop  pulls a guy over for speeding and this is the exchange. PO: May I see  your license? Driver: I don't have one; it was suspended with my 5th  DWI. PO: May I see your registration? D: It's not my car, I hijacked  it. PO: The car is hijacked? D: Yea, but I think I saw the registration  in the glove box when I put my gun in there. PO: There is a gun in the  glove box? D: Yes Sir, that is where I put it after I shot and killed  the woman who owns the car and stuffed her in the trunk. Hearing this  the officer immediately called his Captain. Police quickly surrounded  the car, and the Captain approached the driver. Captain: Sir, may I  see your license? D: Sure here it is - It was valid. C: Whose car is  this. D: It's mine; here is the Title and Registration - the driver  owned the car. C: Would you slowly open your glove box so I can see  if there is a gun in there? D: Yes sir, but there is no gun in it -  there was no gun in the glove box. C: Would you open the trunk, I was  told there is a body in it. D: No problem - he opens the trunk - no  body. C: I don't understand, the officer who stopped you said you told  him you didn't have a license, hijacked the car, had a gun in the glove  box, and a dead body in the trunk. D: Yea, and I'll bet he told you  I was speeding too!
